CHALLENGE #9 – CITY OF CAPE-TOWN

Brief

THERE IS A NEED TO RE-DESIGN THE SYSTEM FUNCTIONALITY OF A LARGE DATABASE OF JOBSEEKERS FOR THE CITY OF CAPE-TOWN & ENABLE THE OPTIMAL FUNCTIONING OF IT.


**What does the City of Cape-Town says**


The City is experiencing certain challenges with regards to the current Jobseekers database. Amongst others, these include:

**Inaccuracy and unreliability of the randomisation /recruitment of jobseekers process**

**Lack of accessibility/visibility to jobseekers by multiple partners/employers**

**Poor tracking of names resulting to the multiple-selection of the same names**

**Inaccurate geo-coding of data in relation to areas in the  informal settlements  around the City in particular (to Ward or voting district level)**

**Inaccurate and constant updating of certain fields, for example, skills and experience**

**Manual uploading of registration forms at Sub Council level (data capturing)**

**Limited ability to register onto the JSDB (only manual forms and submissions currently**


**Expected outcomes by the City**


The City currently has a large and well developed database of jobseekers, but the system functionality remains a serious challenge. There is a need to re-design the system to enable optimal functioning of the database and processes associated with it.

These will ensure that the:

**Unemployed members of the community have fair access to community-based work (offered by the City and other potential employers within local area – including other government departments and the private sector)**

**Members of local communities are protected from corruption and nepotism during the process of accessing work opportunities**

**The employment prospects of jobseekers, especially the poor, vulnerable or marginalised are improved**

**The City can accurately assess the effectiveness of programmes making use of the database in terms of job creation and human capital development objectives**

**The legal rights of those making use of the database are protected (especially in relation to the PoPI Act)**

Maturity Criteria

Only startups can participate in this challenge, meaning:

Innovative solution or service

Less than 5 years of existence

Early-stage // Seed-stage company

Submission Requirements

Required format:

Short video with 2 topics: Startup presentation / How do you solve the problem? (mpg, mpeg, mp4, mov) – You can also share us a “Wetransfer” link or a Youtube video

Deck pitch: 8 slides max (ppt, pdf)

Last day of submission: 2nd of November 2017 – 12 midnight
